    Dear Sirs:

    The Cooling Water Intake Structure Coalition (“the Coalition”) offers the following comments on EPA's “Proposed Regulations to Establish
    Requirements for Cooling Water Intake Structures at Phase III Facilities,” published November 24, 2004, 69 Fed. Reg. 68444 (the “Proposed Rule”).  
    The Coalition is an informal group of industry and electric utility trade associations whose members operate cooling water intake structures and will
    be affected by the Proposed Rule.  These comments are submitted on behalf of the American Chemistry Council, the American Forest & Paper
    Association, the American Iron and Steel Institute, the American Petroleum Institute, the American Public Power Association, and the Utility Water Act
    Group.

    These comments focus on issues of general interest to the Cooling Water Intake Structure Coalition.  Individual members of the Coalition may also
    be filing separate comments on their own behalf.  The Coalition appreciates EPA’s willingness to consider the Coalition’s input over the course of
    this rulemaking, and we hope that these comments will continue that constructive dialogue.
